I am no lawyer, I work in social services. Assuming that the Governor does sign this - just imagine if the state does lose this impending lawsuit.

The hole in the state's finances will be enormous, and either we'll have to raise taxes dramatically - which Rants won't do - or cut services dramatically - which the leadership and the Governor won't (hopefully) do in an election year - or install some other lottery machine to collect the revenue that way.
