Vilsack has teamed up with Hillary Clinton on a plan to help students with rising college tuition. Iowa Gov. Tom Vilsack and U.S. Sen. Hillary Clinton of New York appeared together here today to tout a new $220 billion Democratic initiative to send more students to college in the face of soaring tuition rates.
